I am also working on another new city for GTA V on a frozen island which I will also upload soon here.

This mod is only a "snowfall" mod, so it only replace the rain by snow in the sky, but it dosn't add any snow on the ground.
You have to download the Snow Mod 2.0 (by jumbo0) :

This mod will add the snow on the ground, then only after you have to instal the "Realistic Snowfalls Mod v2.5 Photorealistic Edition".

The tool is MEd v0.32 (map editor)
