Conversion does not exist, it's always modding.

So you have the 3D (.dff) and textures (.png) of GTA5.
At this point you need to use a program modeler:
a) Zanoza Modeler 2226(-)
b) 3D Studio Max 8(+) (with Kam's scripts for GTAsa).
You will then have to build the GTAsa 'hierarchy' with the 3D and textures (.txd) obtained.
And the data strings with NotePad: handling.cfg, vehicles.ide, carcols.dat, carmods.dat.
If the vehicle has been added: cargrp.dat
However, handling.cfg has 2 flags in binary, and to edit them you need GTA-SA Ultimate Editor:
