ChatWithPeds.

Of course — it is not a fully-functioning chat. It is a variation of InsultMod (and its variants).
It my variant you can insult or greet ped. To do that you have to aim (unarmed) at ped so that the green health triangle appears over ped's head and press 3 (greet) or 4 (insult). All generic peds, gangs, cops (regular cops only — no SWAT, FBI, army) now all have voices. Unfortunately, some of them have only 1 or no positive responses at all.

Ped will respond with voice (voices are taken from standard game files) and his relationship toward CJ will change. Current relationship will be shown with emoji icon over ped's head. (Thanks ArtemQa !)

There are 5 types of relationships in the game:

Respect;
Like;
Neutral;
Dislike;
Hate.
Every phrase that is said by CJ wiil increase or decrease relationship of this ped towards CJ.
If the ped already hate CJ and CJ will insult him(or her) — the ped will attack with 80% chance or run away with 20% chance. Female peds will attack with 20% chance, run with 80% chance.
If CJ makes a cop mad — the cop will attack without rising wanted level. This is done intentionally because cop attacks like an angry human being, not as a police officer. If CJ hits him — he'll get a wanted star.

The mod has an interesting effect. If you rise, for example, a drug dealer's relationship up to Respect and provoke another ped to attack you — the drug dealer will come to assist you in the fight.
