New Tire Screech Sound Effect

This replaces the drifting/burnout tire screeching sounds with a different sound.

Installation: Open, OpenIV go to x64/audio/sfx/RESIDENT.rpf then click
"edit mode" and replace vehicles.awc with the new one.
