3) Enable Edit Mode and drag all "panto" files from this folder to mphipstervehicles.rpf.

IF DOESENT WORKS:
1) Launch OpenIV;
2) Go to path Grand Theft Auto V\update\x64\dlcpacks\patchday1ng\dlc.rpf\x64 and open txd_patches.rpf;
3)Enable Edit Mode and drag all "panto" files from this folder to txd_patches.rpf.
