Obey 10F was released as part of the The Criminal Enterprises update

Installation:
Simply open Open IV, add tenf_hi.wtd and tenf_hi.wft to your vehicles.img located at pc\models\cdimages\vehicles.img
And then manually copy lines from ReadMe to carcols.dat and vehicles.ide.
