Put the .7z file into the "vehicles" folder in the 'MVL' folder after Maxo's Vehicles Loader(http://www.gtagarage.com/mods/show.php?id=16467) is fully installed.
Copy 'CLEO' and 'CLEO.ASI' to GTA: VC root directory.

Press 'TAB' to open the front lights.
Press 'Page Up' to turn on the lights.
Press 'Page Down' to turn off the lights.
Press 'C' to switch to Flight Pattern.
