to install it in the skin chooser add the files to the

skin.img with the alci img editor

and to install it as a ped, rename the files from "Tails

Rouge.dff" and "Tails Rouge.txd" to any pedestrian name
example "Bfypro" or "Cat" to use in DYOM, and move it to

modloader.
