I present to your attention the rubbish mod that you saw in GTA 3 or GTA VC. You also saw it in the GTA Underground mod. Ported using re3. Many thanks to _AG for the port.

My changes/additions:
Moved garbage textures to a separate file "rubbishSA.txd"
Added more rubbish from other games + HD newspaper Zombie Elvis and BITE
Removed transparency (if you want transparency, there is a version inside archive, which is signed as "Rubbish(transparent)")
You can disable/enable rubbish using debugmenu (https://github.com/aap/debugmenu)

Garbage textures are now in the rubbishSA.txd file to avoid conflict with other .txds with the same name. (previous name rubbish.txd)

An error window has been added if you do not have rubbishSA.txd in the models folder. This was made so that there were no questions like: "pls help crashing with this mod." There is just 1 reason for the crash: Missing TXD.

Fixed a crash when you exit the game when you haven't even logged into the game yet.
Added rubbish from PS2 GTA Vice City
Fixed the flickering of opaque rubbish
Now .asi can be installed in any way without crashing with the reason for the missing .txd file. but rubbishSA.txd should still be in the models folder.
Fixed rubbish rendering through walls when you have jetpack and rubbish is now visible through car windows.
Fixed rubbish appearance in water.

Added .ini file with various settings (transparency, rubbish amount, etc.), also allowing you to add your own rubbish without C++ knowledge.
