I (Flaqko) unified the textures / fixed models / upscale textures

- Changed position of vehicle. Latest version of urbanize added mailbox where car was at
- They appear in Idlewood between 1PM to 4AM if CJ is not in a mission, 3 Stars wanted.
Inside the cleo there is a number @29 if you want to change the percentage of chance they will appear. For now its a 100%
given the past circumastances. ( I still do not know how to make ini files )
- They react to CJ aiming at them with weapons and if you damage their vehicle or steal it. Or if CJ damages them or Family does too.
- They are special peds and do not use IDS
- This mods was previously released by me years ago and I fixed / changed a lot. ( Before was a buggy mess )
