1. Install CLEO 4 by opening the CLEO4_setup.exe file and select your Grand Theft Auto: San Andreas directory
Ignore all the errors! (It doesn't matter because those errors are for devolopers purposes.)

2. Install Emergency Light Mod 9.1 by opening the ELMConfigTool.exe file and again select your Grand Theft Auto: San Andreas Directory
And install the mod in there.

Manual instructions:
- Open up the Bin map and drag all the files inside the CLEO folder to your Directory/CLEO folder and drag all the files inside text
to Directory/CLEO/text folder.

3. Drag the vehicle.txd file inside Directory/models/generic. This is a .txd to make all the light textures of cars better, this .txd is specially made for Emergency Vehicles.
