Peaceful Hove Beach [OIV]

This mod will change Hove Beach gang peds into random pedestrians in pedgrp.dat, so instead of gang peds you'll see random peds from around LC, so you won't get shot right after you push someone in Hove Beach.

Cargrp has been modified also so instead of tuned schafter you'll see tuned Sultan and even SuperGT's may now appear in Hove Beach.
