Improved Neon's for VC Next Gen v1.1

Neon lights are now casting shadows, but there's still an issue—I noticed that in some places, shadows are flickering, which I know is due to Z-fighting. Secondly, car shadows are not being cast, but I'm looking for a fix for that. For now, enjoy this update because more updates will come!
