Bio:

- This vehicle's colors runs off of "carcols.dat",
- This vehicle was origionally the LCPD Sovereign from TBoGT, then
heavily modified to a civilian version, and replaced police decals &
textures with transparent images,
- New light textures,
- Custom handling.dat line and custom vehicle.ide line,
