Radar Disc Color Fix

Not really a fix, but it makes the radar colored (textures aren't black anymore)
Well since I can't describe it, here's an image (radar texture not by me):
If you want to use it in your mod, you are free (even without crediting if you feel so), or if you don't like having CLEO scripts, the source code is there for you.
And elite coders, I know that the changes are incredibly simple, but just simply, let it be my first official CLEO mod and please.
